That's what I hear - although many students still need to get a number of credits in English to complete their degrees - it should be interesting to see how this impacts the program.

It´s going to be better.
Now students who are register in those courses is because they want to.
I just finished engl 207 and 80% of the class didn´t want to be there.
I was one of them, but I did my best and tried not to complaint about it.

For us, not native speakers, the engl courses, as well as the esl, are really demotivating. Well, at least for me. I am a "A" student, and I finish my English courses with B´s or C´s, and the courses given in English with in the A´s.

In my English 207 course during this summer this was the outcome of the grades:
ENGL 207 2008/1 0 0 0 1 12 5 6 3 0 0 0 0 0

That is: 0 A+, 0 A, 0 A-, 1 B+...
of course I am going to hate the course.

So,
1) low grades
2) bad professors in general

Are you an international student? I know that a lot of programs still require their students to get 6 ENGL credits and the ESL 206 and 207 do not count towards that requirement.
